Can another employee look at your personnel file?

I would like to know if another employee (not management) can look at a write up given to another employee or if another employee can look at personnel files. A friend's seventeen year old daughter was writtten up because she called off within the three hour mandatory window. Her aunt needed emergency surgery out of state and the family had to go see the family member. Her daughter received the write uo and when she refused to sign it was told another employee was going to sign it and sure enough she did. Any information?
